What Mornington Peninsula asks for

The Mornington Peninsula has one of Victoria's biggest concentrations of unsewered coastal and rural-residential lots, and the shire runs a correspondingly organised permit shop. The shire's wastewater permits page splits applications into two streams — installation of a new system, or alteration (upgrades, macerator pumps, tank additions and extensions to the disposal area) — and asks you to allow up to 42 working days for processing, so lodge early in your build program.

Fees from 1 July 2025 are $798 for a new installation and $608 for minor alterations. Unusually, the base fee covers 8.2 hours of officer assessment time; complicated applications are billed a further $92 an hour, which is a good financial reason to lodge a complete, well-documented application first time.

  • Designs must comply with the shire's own OWMS Design and Installation Guidelines and its Wastewater Management Policy, both published on the council website
  • A land capability assessment supports the application in line with the statewide framework — expect one on the peninsula's small and constrained lots
  • The installation permit does not let you use the system: an Environmental Health Officer must pass a final inspection before the shire issues the permit to use
  • No permit to use means no occupancy certificate — building surveyors won't sign off the house, and using an unapproved system risks enforcement action

Confirm before you lodge

Fees reset each 1 July and the design guidelines get revised — download the current pack from the shire or call the Environmental Health team on (03) 5950 1373 before lodging.

Common questions

How long does a septic permit take on the Mornington Peninsula?

The shire says to allow up to 42 working days — roughly two months — from a complete application. Incomplete paperwork restarts the clock and can attract the $92/hour extra assessment fee, so get the LCA and plans right before you lodge.

Can I move into the house before the permit to use is issued?

No. The shire won't issue the permit to use until an Environmental Health Officer passes the final inspection, and your building surveyor can't issue the occupancy certificate without it. Sequence the wastewater sign-off before your planned move-in date.

Does the shire have its own design rules?

Yes — on top of the statewide EPA Code of Practice, designs must meet the shire's OWMS Design and Installation Guidelines and Wastewater Management Policy. A local designer or installer who works to them weekly saves a lot of back-and-forth; get quotes from people who do.
