What Surf Coast asks for
Surf Coast Shire spells out its rules more precisely than most councils. The shire's onsite wastewater page makes a land capability assessment mandatory for every residential lot under 5,000 m², for high-risk lots between 5,000 m² and 2 hectares, for moderate-risk lots in named localities (Bellbrae, Deans Marsh, Jan Juc, Moggs Creek, Moriac and older Torquay subdivisions), for properties in the Pennyroyal and Benwerrin special water supply catchments, and for all non-residential development. Fees for 2025–26 are $821.70 to construct, install or alter a system and $626.20 for minor alterations.
The approval itself runs through seven documented steps: council assesses the application, issues the permit (which your building surveyor needs before the building permit), the plumber gives 48 hours' notice before starting so council can inspect, work is photographed as it goes, the plumber lodges the as-constructed plan, VBA compliance certificate and (for AWTS) commissioning certificate, council does a final inspection, and a certificate to use is issued — which the certificate of occupancy depends on.
