Repair or replace? Deciding what a failing septic actually needs

"You'll need a whole new system" is the most expensive sentence in the septic trade, and it isn't always true. Between a $300 pump-out and a $30,000 treatment-plant upgrade sits a ladder of cheaper options — and the right rung depends on one thing: where the failure actually is. This guide walks the ladder from cheapest to dearest, flags where council approval kicks in, and gives realistic cost ranges so quotes don't ambush you.

Diagnose before you decide

A septic system has three parts that fail differently: the tank (cracks, collapsed baffles, sludge overload), the plumbing between the parts (roots, breaks, a blocked outlet filter or distribution box), and the land application area — the trenches, which clog biologically over 15–30 years. A proper diagnosis — a pump-out with a condition report, plus a look at the trenches — costs a few hundred dollars and routinely saves thousands. The options ladder, cheapest first

  1. Pump-out plus load management ($300–$600). If the tank was overloaded with sludge, emptying it and fixing the water habits (spread laundry, repair leaks) can genuinely end the problem. It's also step one of every other option. See pump-out costs.
  2. Like-for-like repairs ($500–$3,000 typically). New baffles or outlet tee, an outlet filter fitted, a crushed pipe section replaced, a distribution box reset so all trenches share the load, tank crack repairs. In most states, repairing the system as-is doesn't trigger a new approval (see below), so these move fast.
  3. Resting and switching trenches. If your system has (or can have) multiple trench runs with a diversion valve, resting a soggy trench for months while another carries the load lets the biomat partially break down. It suits early-stage clogging on systems with spare trench capacity — it won't resurrect a trench that's been failing for years.
  4. Extending or replacing trenches. New trench runs in fresh soil, connected to the existing (sound) tank. This is the standard fix for a clogged field on a block with space, and pricing tracks trench length, soil and machine access — commonly a mid-four-figure job, and Express Wastewater's price list puts a complete basic septic-and-trench installation at $7,000–$15,000, which brackets the top of trench-only work. Requires council approval.
  5. Full system upgrade ($13,000–$30,000). Where the soil has failed for good, the block is too small for new trenches, or the tank is shot too, you're replacing the system — often with an AWTS and irrigation area. Trench rejuvenation: the honest version

You'll see "trench rejuvenation" or "drain field restoration" marketed — jetting the lines, fracturing the soil with compressed air, dosing with oxidisers or "bio" treatments. The honest picture: contractors themselves distinguish between rehabilitation for less severe blockages and full replacement for advanced failures (as NSW trench specialists like Septic Cleaning Services put it). Jetting a solids-clogged distribution pipe genuinely works; reversing a mature biomat mostly doesn't, and results are temporary where the underlying cause remains. Treat rejuvenation as a maybe-buy-two-years option priced accordingly, get the claim in writing, and be sceptical of anything poured rather than dug.

Check your council

The line between "repair" (no approval) and "alteration" (approval required) is drawn by your council, and some draw it tightly. A phone call to the environmental health officer before work starts is free and prevents expensive re-dos.

When council approval is triggered

The pattern across Australia: fixing what's there needs no new approval; changing what's there does.

  • NSW: Section 68 of the Local Government Act 1993 requires council approval to "install, construct or alter" a waste treatment device. Like-for-like repairs are generally exempt; new trenches, a relocated field, or a swap to irrigation all count as alterations. Application fees commonly run $150–$500 depending on council, and a new approval-to-operate follows the work.
  • VIC: altering an onsite wastewater system (changing its design, construction or location) needs a council permit to alter under the Environment Protection Regulations; general maintenance doesn't. The EPA also requires owners to notify council of a failing system and to say how it's being fixed. Councils commonly ask for a Land Capability Assessment with alteration applications.
  • QLD: onsite sewage work falls under the Plumbing and Drainage Act 2018 and the Queensland Plumbing and Wastewater Code — replacement trenches or a new treatment plant need local government approval and licensed design and installation.
  • Everywhere: a full system replacement is a new installation and goes through the whole approval pathway, usually including a site-and-soil assessment. Our state approval guides walk through each process, forms and fees.

Budget for the paperwork, not just the digging: a Land Capability Assessment (required for most new or altered land application areas, always for new systems in Victoria) typically costs $1,500–$3,000 for a standard residential block, more on difficult sites — details in our LCA cost guide.

Two budgeting notes. An AWTS upgrade also buys an ongoing cost — mandatory servicing, typically quarterly (see servicing costs and AWTS requirements). And regional properties often pay 20–30% above metro prices for the same work, purely for travel and thinner competition.

A simple decision rule

Add up what you'd spend keeping the old system limping — emergency pump-outs, repeat call-outs, another round of repairs — over the next two or three years. If that number approaches half the cost of the durable fix, buy the durable fix. A 30-year-old tank on collapsed trenches isn't worth $5,000 of patching; a 12-year-old system with one crushed pipe absolutely is. Selling soon? Common questions

Can new trenches go where the old ones were?

Generally no — the soil there is sealed and biologically exhausted. New trenches go into fresh ground, which is why block size and setbacks decide whether trench replacement is even possible. Where there's no fresh area, that's what pushes you to a treatment plant with a smaller irrigation footprint.

Do I need council approval just to replace my trenches like-for-like?

In most states new trenches count as an alteration even if they match the old design, because they're in a new location — NSW councils treat them under Section 68, Victoria under a permit to alter. Only in-place repairs to the existing system generally escape approval. Confirm with your council before digging.

Is it worth upgrading to an AWTS instead of new trenches?

If your block has good soil and room for trenches, usually not — trenches are cheaper to build and near-free to run, while an AWTS costs more upfront and needs paid servicing forever. An AWTS earns its keep on small, wet or sensitive blocks where trenches can't pass the soil assessment.

Will insurance cover a failed septic system?

Rarely for gradual failure — home policies typically exclude wear and slow deterioration, which is what trench clogging is. Sudden accidental damage (a truck crushing the tank, storm damage) may be covered. Check your PDS.

How long does the whole replace process take?

Typically 4–8 weeks from site assessment to sign-off once you engage a designer: soil/LCA report, council application, install, inspection and approval to operate. Manage the old system with pump-outs in the meantime, and start the paperwork early — the approval, not the digging, is the slow part.
