Sand and media filter systems: secondary treatment without the machinery

A sand filter sits between a conventional septic tank and the land: settled effluent is dosed onto a bed of graded sand, trickles through, and comes out treated to a secondary standard — cleaner water that can go to smaller trenches or drip irrigation. It's the quiet alternative to an AWTS for blocks that fail the soil test: no blower humming around the clock, no quarterly service contract in most jurisdictions, just a dosing pump and a big box of sand doing the work.
How a sand filter works
The system is two-stage. First, a standard septic tank settles solids exactly as described in our septic tank guide. Then, instead of running straight to absorption trenches, the effluent collects in a pump well and is dosed in timed bursts across the surface of a sand bed — typically 0.5–0.9 metres of specified filter sand in a lined excavation or tank, so nothing escapes untreated into the surrounding soil. As effluent percolates down, the sand physically strains out suspended solids while aerobic bacteria living on the grains digest organic matter and pathogens. Treated water collects in drainage pipes at the base and flows (or is pumped) to a much smaller land application area than raw septic effluent would need.
Victorian council fact sheets in the "Towards better onsite wastewater management" series describe exactly this arrangement, and it's a design method recognised under AS/NZS 1547:2012. Some designs recirculate a portion of the water through the bed for higher treatment; single-pass (intermittent) beds are the common domestic version.
When councils require one
Sand filters get specified when a plain tank-and-trench system can't meet the site's constraints: heavy clay that won't absorb raw effluent, high seasonal water tables, shallow rock, small blocks that can't fit full-length trenches, or setback distances to creeks, dams and bores that demand cleaner water before it touches the soil. Councils such as Port Macquarie-Hastings in NSW mandate secondary treatment in exactly these situations. Your soil and site assessment (a Land Capability Assessment in Victoria and several other states) is what triggers the requirement — and it's also your negotiating document, because it defines what any installer must design to.
Sand filter vs AWTS
- Running cost: a sand filter's only powered part is a small dosing pump that runs minutes a day — a fraction of an AWTS blower running 24/7.
- Servicing: most jurisdictions don't impose quarterly servicing on passive sand filters the way they do on an AWTS, though councils still require the system to be maintained and may inspect. Check your council's conditions.
- Resilience: nothing mechanical to fail during a blackout; performance holds through holidays and low-use periods that upset the biology of aerated systems.
- Footprint and cost: the bed takes real space and real excavation, and the up-front price is usually higher than an AWTS on an easy site.
- Disinfection: a standard sand filter doesn't chlorinate, so councils generally require subsurface dispersal rather than surface sprinklers.

Budget $15,000–$28,000 installed for the full package — septic tank, pump well, lined and plumbed sand bed, and the land application area. Maintenance and lifespan
Three jobs keep a sand filter healthy. Pump the septic tank out every 3–5 years — solids carrying over is the number-one killer of sand beds. Have the dosing pump, floats and distribution lines checked annually (allow $150–$250 if it's a standalone visit). And watch the bed itself: ponding on the surface means the top layer is blinding over.
